1 subject content and scope of application this specification specifies the hygienic requirements for raw materials, design and facilities, management, operators, processing technology, storage and transportation of finished products of flour mills. This specification is applicable to factories that process wheat flour or coarse grain flour with dry wheat or coarse grain as raw materials
2 terminology 2.1 coarse grain powder: edible powder processed from corn, sorghum, beans and other raw grains
2.2 returned products: refer to nonconforming products such as materials dropped and pulled out during processing
3 hygiene of raw material procurement, transportation and storage
3.1 raw grain purchased shall meet the national food hygiene standards and national food quality standards
3.2 transportation
3.2.1 the bags and containers used for packaging and containing raw grain must be non-toxic, dry and clean
3.2.2 the means of transport should be dry and clean; Toxic, harmful and contaminated articles shall not be mixed with raw grain to prevent raw grain from being polluted
3.3 storage
3.3.1 raw grain shall be stored in a cool, ventilated, dry and clean warehouse with insect, rat and bird prevention facilities
3.3.2 when raw grain is stored in the open air, the site must be dry and higher than the ground, and measures should be taken to prevent rain and mildew of raw grain
4 factory design and sanitation of facilities
4.1 the flour mill must be located in an area with convenient transportation, sufficient water source and far away from harmful gases, smoke, ash and sand and other pollution sources
4.2 the plant area and roads should be green. The main roads in the plant area and the roads entering the plant area shall be paved with hard pavement suitable for vehicle traffic (such as concrete or asphalt pavement). The road surface shall be flat without ponding. The plant shall have a good drainage system. The discharged sewage must meet the national environmental protection requirements
4.3 plants and facilities
4.3.1 plants and facilities must be reasonably arranged according to the requirements of process flow, environmental protection and food hygiene
4.3.2 the plant and facilities must be reasonable, firm and perfect in structure, repaired and maintained frequently and kept in good condition
4.3.3 the plant must be equipped with fly, rat and dust prevention facilities
4.3.4 the boiler room shall be located at the lower side of the main wind direction throughout the year, and there must be smoke elimination and dust removal facilities. The discharged flue gas must meet the national environmental protection requirements. The coal storage site shall be far away from the production workshop
4.4 the factory shall be equipped with a shower room suitable for the number of employees
4.5 the toilets in the plant should be far away from the production workshop, and measures must be taken to prevent the breeding of mosquitoes, flies and other pests; Open air toilets are not allowed in the plant area
4.6 pulverizing workshop
4.6.1 the ground shall be flat, smooth and moisture-proof
4.6.2 the interior wall and ceiling shall be painted with non-toxic and light color paint that is not easy to fall off
4.6.3 doors and windows shall be tight and provided with fly and rat prevention measures
4.6.4 the ventilation workshop must have good ventilation and heat dissipation
4.6.5 toilets are not allowed in bungalow production workshops; The toilet urinal in the floor type production workshop shall be water flushing type. There must be hand washing facilities in the toilet
4.6.6 changing room
4.6.6.1 the changing room should be close to the main production workshop, and there should be no pollution source when entering the production operation room from the changing room
4.6.6.2 the changing room shall be equipped with changing cabinets (boxes) according to the number of operators
5 hygiene management of the factory
5.1 measures
5.1.1 the factory shall formulate hygiene implementation rules according to the requirements of this specification
5.1.2 the factory must set up a health management organization, equipped with full-time or part-time health management personnel, who are responsible for supervising all employees to implement this specification according to the specified authority and responsibility
5.2 maintain the plant, equipment, tools and instruments, drainage system and other facilities in good condition. Under normal circumstances, comprehensive maintenance shall be carried out at least once a year, and problems shall be repaired in time
5.3 production workshop hygiene
5.3.1 workshop floor and equipment surface must be kept clean
5.3.2 the lubricating oil and water used in the production process shall not drip on the floor of the workshop
5.3.3 the residual materials in mechanical equipment and other equipment should be cleaned regularly to prevent mildew
5.3.4 equipment and pipelines must be tight to prevent dust from blowing out
5.3.5 when the wet cleaning process is adopted, there should be a sewage discharge pipeline leading to the sedimentation tank, which should be kept unblocked, and the wastewater should not overflow. 5.4 it is forbidden to raise poultry and livestock in the production area<5.5 the garbage shall be stored in the proper place in the factory and cleaned regularly. 6 requirements for personal hygiene and health
6.1 health education the factory shall carry out health and safety education for new and temporary workers, and regularly publicize and educate the employees of the whole factory on the food hygiene law and this specification, so as to make the education planned and the assessment standard, and realize the institutionalization and standardization of health training
6.2 health examination production personnel and relevant personnel shall have a health examination at least once a year and accept temporary examination if necessary. New or temporary production personnel must undergo health examination and obtain a health certificate before they can work. The factory shall establish employee health records
6.3 health requirements personnel suffering from gastrointestinal infectious diseases such as dysentery, typhoid fever, viral hepatitis (including carriers), active tuberculosis, concentrated or exudative skin diseases and other diseases that hinder food hygiene are not allowed to participate in the milling work
6.4 personal hygiene
6.4.1 production personnel should maintain good personal hygiene, frequent bathing, frequent clothes changing, frequent haircuts, no long nails and nail polish. Br> 6.4.2 production personnel shall not bring personal articles, sundries and ornaments irrelevant to production into the production workshop; Clean work clothes, hats and shoes must be worn when entering the workshop
6.4.3 it is strictly prohibited for all personnel to smoke, spit and litter in the plant and workshop
6.5 when non production personnel are allowed to enter the production workshop, they must abide by the relevant provisions of this specification
7 hygiene of processing technology
7.1 raw grain cleaning
7.1.1 raw materials into the mill must undergo cleaning processes such as screening, beating, magnetic separation, air separation and stone removal
7.1.2 the equipment, dust remover, fan and pipeline of the air network system shall be reasonably combined to make it in the best working state, so as to ensure good cleaning, dust removal and air suction effect
7.2 pulverizing
7.2.1 the pulverizing workshop must be equipped with dust filtering equipment to prevent the dust in the workshop from exceeding the standard

.2.2 the dust concentration in the pulverizing workshop shall not exceed 10mg /m * * 3, and the dust concentration in the air discharged outdoors shall not exceed 150mg /m * * 3
7.2.3 before wheat flour and coarse grain flour are input into the finished product packaging process, they must undergo magnetic separation. The content of magnetic metal shall not exceed the limit of magnetic metal in GB 1355 wheat flour
7.3 packaging
7.3.1 packaging materials (cloth bags, plastic bags, containers) that meet food hygiene standards shall be used to package finished products or contain materials returned to the machine. 7.3.2 the floor powder in the packing room shall not be directly packed out of the factory
7.3.3 all ex factory products must be attached with the certificate of conformity issued by the factory. The certificate shall be made of non-toxic material
7.4 material return
7.4.1 wheat flour or coarse grain flour that does not meet the national or industrial quality standards shall be returned to the machine
7.4.2 uncontaminated floor powder and semi-finished materials can be returned to the machine
7.4.3 the objects to be returned to the machine shall be stored separately from the finished products or pollution sources, and shall be clearly marked and kept properly
7.4.4 the returned materials shall be returned in strict accordance with the process requirements
7.4.5 the soil surface cleaned in the pulverizing workshop, packing room or finished product warehouse shall not be returned to the machine
7.4.6 finished products, semi-finished products, reprocessed products or replicas containing pollutants that cannot be effectively removed in the production process shall not be returned to the machine
8 hygiene of storage and transportation of finished products
8.1 finished products must be stored in a special finished product warehouse. Bedding shall be provided on the ground. The surface stack is 3cm away from the wall. When the storage time is long, the surface stack shall not exceed 15 layers. No other articles shall be stored in the finished product warehouse. Unqualified products are prohibited from entering the finished product warehouse
8.2 vehicles, tools, bedding and covers for transportation must be clean, and finished products and pollutants shall not be transported in the same vehicle. All kinds of transport vehicles are not allowed to enter the finished product warehouse
9 health and quality inspection management
9.1 the factory must set up health and quality inspection institutions suitable for production capacity, and be equipped with inspection personnel who have passed professional training and examination
9.2 the inspection organization shall have a laboratory. The laboratory shall be equipped with instruments and equipment required for laboratory work
9.3 the laboratory shall carry out the test according to the test method specified by the state
9.4 the original inspection records shall be kept for three years for future reference
